History

The term has several meanings. Some authors use it for a private capitalist economy controlled by a state through planning and intervention; it has also been used for the controlled economies of the Great Powers in the First World War. Others use it for a system in which the state owns the means of production and still operates through markets. Lenin and Bukharin identified the growth of state capitalism as a feature of capitalism in its imperialist epoch, and Lenin wrote that state capitalism would be a step forward and would help socialism take hold. Left critics from the mid-twentieth century used it of planned one-party economies. Recent scholarship also applies it to public investment funds and state-linked firms.

Common misunderstandings

  • It is not the same as socialism. It keeps wage labour, markets and the pursuit of profit; socialism in the Marxist sense aims to end them. Some socialists use the term as an insult for state-run economies.
  • It is not the same as a mixed economy. In a mixed economy a large public sector sits beside private business; here the state itself acts as the capitalist and directs major firms.

Questions

What is State Capitalism?

An economic system in which the state is the main owner or director of large enterprises, but they still trade in markets and aim at profit. The term has been used both as a description and as a criticism.

Is State Capitalism left or right?

It does not sit on one side. It is used of governments called left and right, and the test files it under Other. The four-axis profile is mildly pro-market on Economy and high on Security.

State Capitalism vs Socialism?

Socialism aims for common or social ownership and an end to wage labour and profit-driven production. It keeps those features but puts the state in the owner's seat. Some socialists use the term to say a state-run economy is not socialist.

How does the 12 Axes test decide I am State Capitalism?

The test compares your scores on four of the twelve axes (Economy, Government, Diplomacy, Society) with a stored profile for each of the 38 ideologies. The profile at the shortest distance across those four is your match.
